The of the United States of America presents its compliments to the Ministry of Foreign Affairs of the Republic of Lithuania and has the honor to request from the Government of Lithuania a reply Note concerning 0.8. Social Security benefits for Lithuanian citizens residing in Lithuania, agreeing to the following terms:

This exchange of diplomatic notes is offered to assure that the respective social insurance systems of the United States and Lithuania will provide for the payment of benefits at the full rate to citizens of the other country who are otherwise qualified, but who are outside the paying country without regard to the length of absence. It is hereby assured that claims for benefits may be filed from outside the paying country, that payment will be made for retirement or old age benefits as well as for survivors benefits, and that the benefits will be calculated using the same formula used for citizens of the paying country.

If benefits are paid in Lithuanian currency, the Government of Lithuania assures the Government of the United States that litas are fully convertible into U.S. dollars.

If the foregoing provisions are acceptable to the Ministry of Foreign Affairs of the Government of the Republic of Lithuania, the of United States has the honor to propose that the present Note together with the Ministry of Foreign Affairs reply to that effect be regarded as an agreement concluded between our two Governments.

This agreement shall enter into force upon receipt of your reply Note approving of the provisions herein stated.

The of the United States of America avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Republic of Lithuania the assurances of its highest consideration.

MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF LITHUANIA

The Ministry of Foreign Affairs of the Republic of Lithuania presents its compliments to the Embassy of the United States of America and has the honour to acknowledge receipt of the Embassy’s Note No.03/03 dated 7 January 2003, which reads as follows:

“The Embassy of the United States of America presents its compliments to the Ministry of Foreign Affairs of the Republic of Lithuania and has the honor to request from the Government of Lithuania a reply Note concerning U.S. Social Security benefits for Lithuanian citizens residing in Lithuania, agreeing to the following terms:

In reply, the Ministry of Foreign Affairs of the Republic of Lithuania has the honour to state that the Governmentof the Republic of Lithuania accepts the preposal of the Embassy of the United States of America and agrees that the Note of the Embassy of the United States of America and the present reply shall constitute an Agreement between the two Governments which shall enter into force on the date of receipt of the reply note. The Ministry of Foreign Affairs of the Republic of Lithuania kindly asks to confirm the receipt of this note and indicate the date of the, entry into force of the aforementioned Agreement.

The Ministry of Foreign Affairs of the Republic of Lithuania avails itself of this opportunity to renew to the Embassy of the United States of America the assurances of its highest consediration.
